Is that highlighting an HTML thing that can be controlled?

It used to be, when I clicked on a link that opens in a new tab, Firefox
left some kind of highlighting around that link, so that when I came
back to that page it would stand out. Recently that behavior changed so
that the link is not highlighted when I come back to the page. This is
not the same as visited vs. not visited.
