OK, if I need a word processor I merely choose which of numerous
packages to use. I could also write my own, but the knowledge and time
required to do so would be ridiculous.

So does each county write their own software to count the ballots? Or
do pre-written packages exist that they can just buy and install? And
if such packages do not exist, why not?
