Thanks Wes for pointing my typo - I meant to say PDX is not Verizon Fios territory - hence the expat reference.
I understand the local PDX CenturyLink pppoe deal (credentials one must obtain from the ISP installer). Some ISPs manage the connectivity activation through web interface similar to captive portal + user account handshake. Helios used to do that before they retreated from PDX.
