While I've used emacs for more than a couple of decades I don't know elisp.
You could emacs -q --eval (progn (while (not (eobp))
(capitalize-dwim 1)) (save-buffer)) fname
Replacing fname with the name of the file you wanted to modify.
$ emacs -q --eval (progn (while (not (eobp)) (capitalize-dwim 1))
(save-buffer)) enforcements-2021-03-19.dat
-bash: syntax error near unexpected token `('
