I guess, that it was not that clear to someone who has zero idea about Slackware. You mentioned "development cycle" - I understood it as - slackaware is and will keep working on developing 15.0. It seemed more likely that is being developed rather than being stuck in maintenance for so long. Perhaps long maintenance period would be better way to describe it.
