I have Centurylink gigabit, which normally gives me 600-750 Mbps. When
I connect with my VPN it drops to about 300 Mbps. I normally run with
the VPN (Mullvad, in Sweden). Several days ago my connection speed
suddenly dropped to about 90 Mbps.

In trying to figure out what happened and fix it, I started by turning
off the VPN, but Speedtest.org still reports about 90 Mbps, although it
reports that my connection is now Centurylink in Portland.

I have a second computer, a desktop also running Xubuntu 20.04.1, up to
date. For kicks just now I ran Speedtest on it and it reported 570 Mbps
up and down, which is normal during the day. Conclusion: There is
nothing wrong with the CL connection, rather, something has gone
haywire with networking on the laptop.

On the laptop I disconnected both ethernet and wifi, then reconnected
them, but no change. And I note that my speed is about 90 Mbps with or
without the VPN.

I need suggestions for what to poke at next. Is there a tool that will
tell me what applications are sending/receiving and how much?
