The network manager applet usually looks like wifi/wireless/wired network symbol in your task bar. You can right/left click on it to configure the network.
If you truly do not have in your task bar - it is called nm-applet on ubuntu. When you start it - it does no open new window as you would expect from an application - it puts its symbol to your task bar - where you can left/right click it. I can imagine you can have a few of them running without major issues.
And the first time it's opened it offers the opportunity to define the WAP to use and ask for its password. Set it for your local WiFi router and it should find it whenever the laptop is booted. Rich
