You can tell urxvt to use a custom RGB value for any named color via
your ~/.Xresources file. Something like:
! Lighten up color34 for readability on a medium blue background:
URxvt.color34: #9999FF
urxvt only supports 256 colors, so you can't actually use the entire
24-bit color range (similar to Web browsers in the good old days), but
the terminal will use a substitute that should be close enough.
`man urxvt` and search for "COLOURS AND GRAPHICS."
