There are quite a few hosting places in Brazil. None I can talk about.
google.com.br should yield lots of results.

As far as response times, it'd probably be faster if it were down there.
How much faster is hard to say. I have access to a machine in Brazil with
broadband that I could do some tests for you if you're interested.

Is this just for web stuff?
