A hardware watchdog would give you the ability to accomplish this. However, you probably want something that gives you total control. I only have experience with Lights-out cards. There's a couple annoying things about them, but they're quite useful. Basically, it's an independent system running next to the server giving you the logical equivalent of a monitor, mouse, and keyboard connected locally. If you're admining boxes in another state, doesn't matter what OS, you want something like this.
