mplayer can start at certain time (-ss) and write the audio to a file (-ao pcm). Dunno how to get it to stop after a certain time, but it can probably be done.

Write an EDL file to instruct MPlayer to jump past the end of the disc

You can also just use "-ss [TIME] -endpos [STOPTIME]" with mplayer.
But I second the recommendation for DVD::Rip ... very easy to use and it's in my RPM repositories :)
