One of the differences between iProvo and Utopia is that Utopia is a
publicly owned network (something like roads or parks or libraries)
while iProvo is a priavately owned network, owned by Provo City (the
corporation, not the place).  That means that while anyone can compete
on Utopia (yes, even you!) the iProvo network is by invitation only. 
This is why Xmission does not offer service on iProvo yet.
