Nothing.  I added this:

RewriteRule foo http://www.apache.org/

And it doesn't forward me.  So, I think mod_rewrite is broken somehow.

LoadModule rewrite_module modules/mod_rewrite.so
RewriteEngine On

Those are both in there.
