Isn't that what SCTP essentially is?

Maybe for now, but that's only because it's easiest to test an
experimental protocol by wrapping it in UDP.  If SCTP ever gets taken
seriously it will have it's own protocol number (probably already
does, right?) and be wrapped only in IP.
