Why never?  Legislation and regulation seem  to be the panacea  for just
about any moral problem we face in  society. Why not apply it as well to
the Internet and technology in general?

Whoa there.  If we didn't over-legislate & regulate, people might
start governing themselves, with all the implications of personal
responsibility.  Free markets might further develop.  Nations might be
more independent.
