With Xen, you allocate how much memory you want each virtual server to
have.  That server then gets it whether you need it or not and you
can't allocate past the amount of physical memory on the machine.  You
can resize the memory allocated to a VS but that doesn't happen
automatically.

It would be nice if the VS servers had access to the full amount of
physical memory on the machine, but only used what they needed.  I
wonder if the previous suggestion of OpenVZ works that way since it is
only on one kernel.
