Some distros are configured this way already, to shut down gracefully
when the power button is pressed.  Probably requires ACPI.

I find it very strange that someone would want a headless server to
shutdown anyway.  This seems a really strange requirement at first
glance.

You might also be interested in how to wake it up without touching it.
 Words to search for on google are wake-on-lan and magic packet.  And
for those not familiar with the technology, it doesn't wake on any
packet, just on a magic packet directed at it specifically,  Also,
it's completely stateless so there's a good chance it won't work with
just one packet it seems.
