No he's a fraud plain and simple. If he were for smaller government, he wouldn't be sponsoring laws that increase government control over the day to day lives of people. If he were a technology expert, he wouldn't be sponsoring a bill which is effectively un-enforcable, since he would be able to evaluate the bill on the technological merits.
