The files controlling this are in /etc/X11/Xsession.d/
Also have a look at /etc/X11/Xsession.options for the presence of a line
saying use-ssh-agent.

You might also try installing seahorse, it pulls together ssh-agent,
gpg-agent, and gnome-keyring.
