First thought. Do you naturally have, or can you create a situation where a file should never be changed? chattr +i on that file to make it immutable. Write a script that would temporarily disable immutable attribute before saving, and immediately turn in back on as soon as the save completes. Enforce the use of the script in case anybody needs to save the file.
