If you're using a server system like RedHat Enterprise Linux, you can do it by editing /etc/inittab and moving one of the tty lines (for example, "3:2345:respawn:/sbin/mingetty tty3") to right after the initdefault line. Then as soon as the rc.sysinit stuff is done and it begins to switch to a runlevel, the terminal will be available on a VC (3 if you use my example).
