Well I tested moving the wp-config.php up one folder on a test install of XAMP & I was able to move it up one folder without making any changes. So they do make it relatively easy if you only need to move it one folder up, but if you need to move it higher it is slightly more complex. IE you have to actually write some code, but not much code.
