Most of us linux folk are less adept for windows issues such as this. Perhaps you can write an anti virus signature to block all image types, or write a device driver to do the same. If a firefox plug in exists, you have other requirements still. Group policy editor? Active directory rights? (I once heard you can restrict clicking on the desktop, if properly configured, but alas, I know not how.) If this is a tongue in cheek request, turn off the monitor, or rule by a two foot piece of solid metal bar.
