My $0.019999: Any recruiter doing this job for a while will tell you
hiring *is* already back and will continue strong for the next several
years. One personal indicator is the number of "recruiters" trying to
network with me that were doing something else (read: mortgage loan
processor) 6 months ago.

Nearly every economic expansion in the history of the USA has lasted
6-7 years from trough to trough, (see
http://www.nber.org/cycles/cyclesmain.html ) and this current economic
cycle officially hit "bottom" 7 months ago.  Of course, the "climb"
out of a recession is always the hardest (i.e. longer than the "drop"
from peak to trough on the inevitable back-end), and with housing at a
low, a lot of otherwise positive indicators are sluggish as well...
for example, hiring.

That being said, you have between 5-6 years of good times ahead, also
noting that Utah has led the nation in terms of economic strength
through this downturn, and will likely reach optimum "full" employment
(~4%) several quarters before the rest of the country.  Count that as
a good thing. For some of you, that means this may be the time to hang
on wherever you are and ride the bulls that surely will be coming for
the next few years.  For others, this is your chance to get out of
wherever you are and make a move to something that interests you as
YOUR personal value-proposition is currently going up steadily.  And,
as the average employment for Software Engineers still seems to settle
in between the 18-36 month range between new opportunities, you may
want to make room for even two new gigs at the top of your resume
before too long.

If anything else, update your LinkedIN profile (even if you don't say
you're "looking", just make some kind of addition/change to your
profile so it will show up higher in search results) and ensure your
contact information is available so that opportunities may find their
way to you a little easier.
