The site may truly be made for 'designers' or 'managers', who would by default have JavaScript turned on, but if any of those designers ask for a technical evaluation by any of their developer friends, as to whether they think they should use MediaRain, that's a totally different audience...
I would give a -1 to any company that doesn't handle at least *some* sort of graceful degradation to non-JS browsers. Even a 'This site requires JavaScript to be enabled' simple page is better than something broken.
