At my office, we've been seeing what looks like some sort of partial outage at either Veracity or Utopia. We're able to get to our California servers via phones over 3G but not via our Utopia connection. And we're able to get to some services/sites on the web and not others. Our Google Apps-based email has been intermittently down. My guess is that it's probably a Veracity problem. Don't know if what you're seeing is related to this, but it could be, especially if you're going through Veracity.
