It's intersting that google says to use ~all.  This should not stop
any spoofing at all, for servers that are following the openSPF
standard.   I guess if google isn't following it, then it may work for
your situation, but may not for users outside of gmail that are
receiving these spoof emails.   Another option I thought of is to
block the offending IPs explicitly by adding:

-ip4:192.168.1.15/24

Would tell servers that honor the SPF to not allow emails from that IP range.
