They did... there are several versions of vi implemented in emacs,
including at least one that aims to emulate vim.
The awesomeness of emacs does not come primarily from its keyboard
shortcuts, but from is extensible nature and immense library of useful
extensions that has developed over time.
Sure, you can script vim, but your scripts will always be second-class
functionality, whereas with emacs your extensions are on the same level as
the core functions, and you can even modify core functionality at a basic
level without having to modify the distributed code.
Vi is a really great text editor, but emacs is a much better interactive
programmer's toolbox. It is not without its warts, of course, but then
neither is anything else that's stood the test of time.
