I have to wonder if this is an SELinux issue. Run '/usr/sbin/setenforce 0' and
try starting the httpd service again. If it works, then you need to tweak the
SELinux rules so that it can bind to that port. A quick googling tells us the
way to do this is as follows:
semanage port -a -t http_port_t -p tcp 8081
To see the ports allowed for Apache (the http_port_t context):
semanage port -l | grep -w http_port_t
