There is no *best* way to do it. But, there are well defined ways that not everyone hates. One such set of conventions is Git Flow. I mostly like it because I can self-host (doesn't hurt that is saves me $24k a year). Whatever you do, don't delay. You'll never, ever be able to look back. Also, put an end to "private development environments" as soon as you can. People should be able to choose their tools, but the environments need to be the exact same (there are a million ways to do this and it will take sometime to get the discipline). Lastly, I echo my fellow PLUG peeps in saying, use git even if you don't ever plan on working on a team and take a look at some ontinuous integration (CI) options. Good luck.
