Well, mostly resistance to change.  The attitude expressed by many of the
seasoned members was that Linux was not meant for new people, so the UUG
should be naturally hostile towards anyone just getting started in Linux
(to be fair, there's a good deal of that arrogance in the PLUG still, and
there seem to be more people who are ready to bash you over the head with a
smug sense of superiority than there are people willing to help).  There
were rather vocal opponents to holding install-fests and advertising them,
even with a simple flier was considered a sin by a few of them.  Thus,
there was no new blood coming into the UUG, and without it, the numbers
dwindled to the point that it wasn't even possible to fill up all the
presidency slots.

I find it fascinating that every other LUG is really excited to welcome
newcomers and tend to bombard them with information at the slightest
glimmer of interest, but for some reason this area is more likely to snub
them than share their enthusiasm.
