Click on CPAN Modules on the Biography plugin page, and download MHCPAN.zip. When unzipped, this has an HTML folder inside it.
You did do this on MacOSX? The modules from my site are for Windows... and there's some binary file which for sure won't work on Tiger.
The plugin should now show up, it does for me.
