When you used telnet - did you see a "connected" message ? If not, how long did you wait before stopping telnet ?
Can you check Norton to see if Mplayer is allowed to access the Internet ? In the past, I've had problems with Norton after some Windows updates. The probs were cleared by an uninstall and re-install of Norton, although I think I had to clear some registry stuff after consulting the Norton support knowledgebase to ensure it was a complete re-install.
