first suggestion is to make sure that you have the HTML::Treebuilder and
HTTP::Cookies perl modules installed.  Although you say that you see the
plugin loads without error when you start SlimServer from the command
line, can you run it with the -d_plugins option just to verify that you
get no "missing modules" type errors on startup and that it is getting
added to the RADIO menu.

My second thought is that the only place that the plugin appears is in
the Web UI in the "Server Settings" sub page for "Internet Radio".  Can
you go there and verify that the plugin for "PublicRadioFan.com Streams"
appears and is checked.  The plugin has no features in the Web UI like
the Shoutcast and AlienBBC plugins.  The only way to use the plugin is
through a hardware player or softsqueeze.  If it is loaded correctly,
you should find it in the Internet Radio Menu.  From there you can
select either "Music" or "Non-Music" streams.  All other user
preferences such as time zone and "now-playing" vs. "now-playing & soon
to start" are made by editing the code of the plugin in the top user
settings section and restarting slimserver.

Let me know if either of these suggestions points you in the right
direction.  If not, let me know that too, and we'll keep working on it
until we get it and then I can add that info to the documentation on my
site.
