If there is a 'min_repeat' line in the general section of your LIRC
file? Try to increase the number or if this line is missing add it and
try different values. This instructs the plugin to send the same
command a number of times.

Given the fact that IR Blaster plugin itself already grew quite big I
tend to leave the two plugins separated.

I guess. But I am probably not the right person to ask since I have
little knowledge how skins really work. I managed to implement the IR
Blaster plugin web-gui with some great help from kdf and others who
know much more about the inner working of skins. Also right now there
is an ongoing effort to switch skins to use more css and less tables
and hopefully integrating webpages into the web-gui from a plugin will
be easier in the future.
