I don't know if you'll find this answer any more satisfactory, but maybe it would be easier for someone to help you if your question weren't so broad. Have you checked out the wiki on writing plugins at http://wiki.slimdevices.com/index.cgi?DeveloperGuide ? Or looked at the perl source for any of the existing streaming plugins, like the one for the Live Music Archive?
