When you get a "?", there's two possible situations: Either
Weather.Com(R) has issued their data with a "N/A" icon or they issued
one of the seven icons WeatherTime currently has no representation for.
These are special icons for the following conditions: DUST, FOG, HAZE,
SMOKE, WINDY(2x) and FRIGID.

You are definitely looking at the right place in the code. But actually
it's even easier. You can download the full set of icons used by
Weather.Com(R) with the XML SDK
(http://download.weather.com/web/xml/sdk.zip). So you will know exactly
what the icon is intended to express. As stated above, there are only
seven special icons currently mapped to '?' (icon nr. 19 to 25). I
definitely would appreciate if you could add appropiate icons for these
conditions. It would be perfekt if you would avoid using english words
in the icons (unlike Weather.Com(R) does). WeatherTime would still be
localizable, then.
