Softsqueeze is a Java program and comes in a jar file and so is not installed. It can be launched form a command line or from a web page - the web page is the normal Slimserver method.
SoftSqueeze works for other users of non English version of Windows so I think the issues is installation and settings. Try doing a full installation of Windows version with the Java JRE as yoiu version of Java may not be correct (you need Java 5 aka 1.5 for DirectSound).
