BBC Podcasts are in MP3 format and AFAIK skipping /backward is not possible as they are a stream.
You can skip forward/back with the "Listen Again" programs as they are in RealAudio format and the BBC server will restart the stream a bit forward/backward on request - Slimserver can do this using the remote or web interface.
