Interesting - it just seems to confirm the MS's implementation TCP/IP
stack is not great. At least we now know a way to avoid it happening.
The stack may have been improved for XP compared to W2K.

According to the code by default if -bandwidth is not specified it will
use the value 10485800 - however the behaviour doesn't tally with this
default value. It maybe a negotiated value with BBC's server.

Did you try only lower values ?
