Hi Phil, The genreManip.pl file was added by Malcolm in his 'test' version that submits genres as tags. It is not part of the current CVS version so it sounds like you have a mix of files in your installation.
When I add the genre/tag submission to CVS soon it will not include this file either (it's far too complicated).
