Some anti spyware / Firewall apps are too aggressive and prevent some
valid networking apps to workin the belief they are trojans / worms or
IM viruses.

Have you tried telling Norton that socketwrapper.exe is a valid app and
should be allowed to do network access ?

If there is still a problem after enabling socketwrapper then 
1. download the following version of socketwrapper(URL below).
2. save the current version of socketwrappper in case you need to
revert.
3. unzip and rename if necessary the downloaded socketwrapper and
replace the current version of socketwrapper.
4. restart slimserver and check if it works.
