The "Connection timed out" without any other messages mean the network interface on server is up but the destinmation hosts does not respond to the initial TCP connection. Without other chunk request timeout message it means no outstanding chunk requests so usual stream restart mechanism doesn't kick in . The underlying problem is with the network (and also seems not to be widespread) but the plugin error handling in 1.5.2 is not good and default timeout for this tyep of error is too long.
