Windows base LMS ? I didn't test on Windows but since no transcoding (unless using an SB1) - should be no platform issue. Any audio ? If audio is playing then I'll assume all the problem are just related to fetch men numbers. Those setting take effect one the BBCiPlayer menu is selected - no need for restart. If problem persist can you edit the DASH.pm file and change the DASH_FLAC_FUDGE on line 49 from 50 to 100 and then restart LMS.
