Your perl installation seems to miss the Memoize module. Which is unexpected, since it's supposed to be include since perl V5.8. Can you do a file search for Memoize.pm on your C: drive
Most Windows users don't have Perl installed. We ship LMS for Windows as a bundled up Perl version in an application. But this binary only comes with the modules known to be used at build-time. If Memoize isn't used anywhere in the code, then it's not bundled. You'd have to ship a copy with your plugin to make it work for Windows users.
