I'm still not clear what works in your setup - trying to separate
plugin, LMS, PC and network.
Does playing LIve BBC HTML5 on a browser on PC running LMS work ?

Gut feel is that it is an ISP/CDN issue but other things to try as each
has caches.
Restart LMS and delete cache.
Shut down PC network connection and restart
