I just tested playing 24bit/96kHz music from my home collection on my
mobile via VPN/4G. Transcoding with LAME should be triggered by this
(everything with bitrate >320kbit/s should be transcoded with LAME when
streaming to my mobile devices). I can't see the bitrate or format on
OrangeSqueeze/SqueezePlayer, but since it played flawlessly, I assume
the transcoding happens as expected.

Yes, I'm using Spotty. Works perfect home using my RPi3/Max2Play based
player, and even though I would normally use the native app on my
Android mobile, playing music via Spotty (VPN/4G) also works fine on my
mobile.

With my setup/players there probably hasn't been any need for flac->pcm
transcoding. So no, I don't know if that works. I can look at it when
I'm home if I can find out how to set it up. I've always found the
settings controlling this rather confusing.
