Should an LMS restart also kill and restart the Connect daemons? I don't think it does so a Plugin upgrade probably needs a full system reboot to become effective?
Yes, there indeed is a problem with this. I tried to add some brute-force "killall" approach in 1.9.4 when shutting down LMS. Can you check whether this improves the situation?
