Ok, looks like it was because the Boom was synchronized with another
player and the "Power Synchronization" setting was set to "Power off/on
separately"... I changed it to "Power on/off with group" and this allows
the player to turn on when using the Spotify Connect feature.  However,
I don't think this power on behavior should depend on the "Power
Synchronization" setting when controlling that specific player from
Spotify Connect.  It doesn't seem to matter which player is synchronized
with which (sync master vs sync slave)... or which type of player (I
have reproduced this issue with 2 synchronized SB Classic Players). 
This isn't a big deal for me now that I know what is going on, but
ideally I would like to keep the 2 players synchronized and power them
on/off separately... depending on if I want to hear music in that room
or not.
