I don't have to do the refresh if I didn't change the collection. 
You can also check that you ticked the option "Archive analysis when
tracks are analysed " in MusicIpMixer, to enable to save fingerprints in
the track file tag.

just did a refresh and it didn't change the date. Maybe the backup of
the data in the cache file is done later. Mine is located at :
/home/pi/.MusicMagic/default.m3lib
Maybe you can also check the mount options of the "/" partition in
/etc/fstab.
I have:
/dev/mmcblk0p7  /               ext4    defaults,noatime  0       1

It looks like a syntax error.
Check the file 
/etc/init.d/mmserver
is correct.
